Data Decency is a global policy and standards framework developed under the mandate of the International Digital Services Authority (IDSA).

It promotes ethical, lawful, and responsible use of data across digital services, transactions, and public systems — while fully respecting national sovereignty and existing legal frameworks.

Data Decency is advisory and non-binding. Adoption and implementation remain the responsibility of participating jurisdictions.

Our Mission

IDSA’s Data Decency mission is to support governments and institutions in establishing trust-based data governance practices that protect individual rights, strengthen transparency, and enable secure cross-border digital interaction.

The framework focuses on:

  • ethical handling of personal and transactional data
  • minimisation of unnecessary data exposure
  • lawful access and accountability
  • international interoperability and cooperation

Data Decency does not replace national privacy laws or regulatory authorities.

Data Decency Framework

The Data Decency Framework provides structured guidance for governments and institutions to align their data governance practices with international best practices.

  • security by design and by default

The framework is designed to be adaptable across legal systems and cultural contexts.

Advisory Coordination and Cooperation

Under IDSA, Data Decency activities are supported through advisory coordination mechanisms, including expert working groups and policy consultations.

Participation is voluntary and cooperative.

IDSA does not authorise, conduct, or enforce access to data. All enforcement and judicial authority remains with national institutions.

Data Decency supports alignment with:

  • existing treaty and regulatory frameworks

The framework is designed to complement, not conflict with, domestic legal systems.

Origins and Context

The Data Decency concept originated from long-standing concerns about data misuse, reputational harm, and erosion of trust in digital systems.
